Proxy troops, technical support, special forces, covert activities, economic subversion, INTERNAL resistance, opposition, partisan, fighters, liberation movements, partition, militarism, coercion, and so on.
An endless array of possibilities, tools, exist, all deployed.
Perpetual, ceaseless, endless, war, attrition.
